Just like ancient Greece, in Italy also there were civil states of various tribes. Nearly three thousand years ago these states came into being. In the beginning, these states were ruled by king and afterwards democracy was introduced. The Roman civil state was much famous amongst these states which captured bigger parts of Asia, Europe and Africa and laid the foundation of vast kingdom. The salient feature of this kingdom was that people were given complete civilian rights and best constitutional system was established .Even today this system is applied in many countries.
  As all the high powers were given in the hands of an individual which ended Roman democracy. Moreover none of the person was given individual liberty. As all the powers rested in Rome and there was no freedom, this situation inspired various tribes to attack from all sides. After this event, particularly European provinces declared their tribal states.


 
The civil states of Greece possess great importance in the history of the world, whenever we talk about the state and the politics, we find the Greek philosophy on top of the historical pages. In Europe, Greece was the first Center in which states of Athens and Sparta became very popular.

Rise:

The citizens of these states not only participated in the state affairs but they were prompt in state duties as well as regular tax payers. Due to their participation in the government their meetings were also held, so that he state becomes more powerful. Moreover the Greek government did not give emphasis only upon autonomy and freedom of the people but it took necessary measures for this purpose. The people resided their considered themselves to be law abiding and cultured. It was their broader sense that best aims and objectives of life cannot be achieved without a state.

Downfall: 

 
   Greece consisted of many valleys and islands due to mountains and seas, therefore the country did not existed on one state and so this area which consisted on smaller states became the victim of distance as their remained no mutual fellowship among them. Each civil state contained a city and the area around it was also included.
   Other major errors in those states were that they used to quarrel with each other, due to which they were neither able to maintain mutual unity nor their remains any solution for it. Besides this there was a custom of slavery in them which got strengthen with passage of time. Though during their period there were socialist & democratic government in those states.
   Afterwards these states were captured by other countries till they became a part of Alexander the Great’s Empire and at last they became easily dominated by Rome.
