Without population there could be no sign of a state whereas in today’s world least or high population is not any problem. High or low population is also been controlled. There was a time when political situations pressurized on keeping lower population so there could be no hurdles in running an administration. But it is more important to be self employed in the maintenance of higher population.

          In a state, three kinds of people are found. One, are citizens who have all the rights of the state, second are those who though are the citizens of the state but cannot achieve the political rights due to less age or some other reasons. Last are the foreigners who are the citizens of one state but are living in another state on temporary basis.

          Today all these three types of people are moved in a systematic, well organized manner. The world’s population is not only increasing but the ratio of people traveling from  one place to another has also increased. Their count is increased more when due to suffered political situations or accidents, whole cities and villages are forced  or obliged to migrate. In this way the state has to face many problems.

          Anyways, a state’s population limitations are impossible though it is developing its existence. Since ancient times, the states have been changed from smaller to larger and largest.
